## What it does.

Deciding which projects go ahead, before anybody argues about it. A proposal is scored on impact, urgency and alignment against what it will cost, a committee decides, and the approved ones are followed through their milestones. Nobody approves the project they sponsored.

-   PROPOSALS What has been asked for, with the estimate behind it
-   SCORING Impact, urgency and alignment weighed against cost and effort
-   COMMITTEE The decision belongs to a committee, and never to the sponsor
-   DELIVERY Milestones on the approved projects, and how far along each one is
-   HEADROOM Portfolio headroom, so the next proposal gets a number for an answer
